2. Prepare the purchased tenant

A vendor tenant usually arrives with one administrator on the .onmicrosoft.com domain, sometimes already holding the licence the master mailbox needs. Reading is safe; every change below is a separate explicit action.

4. Unattended Exchange

This replaces the PowerShell step. Enabling it signs you in once more, issues a certificate for this tenant, and grants the tenant application the Exchange Administrator role, so the control plane can create and verify the mailboxes itself. The manual Download Exchange script path on the tenant page stays available as a fallback.
